It's gouache with Prismacolors to pull some of the highlighted colors out.
Gouache has a nice matte finish and once you get the hang of it is pretty versatile. And easy to clean up.

You bet. Oils were a pain in the proverbial arse to clean up. Didn't much care for turpentine either...or its smell.

Yeah... I've only ever used turpenoid, and that was with oil pastels... even that stank.
